INTERNAL QUALITY ASSURANCE CELL (IQAC)

UGC made a policy decision that all higher educational institutes may establish Internal Quality Assurance Cell (IQAC) to maintain the momentum of quality consequences. IQAC is conceived as a mechanism to build and ensure a quality culture at the university level. The IQAC is meant for planning, guiding and maintaining Quality Assurance (QA) and Quality Enhancement (QE) activities of the university.

The primary responsibility of IQAC is to ensure quality enhancement and sustenance. It ensures the efficiency and effectiveness of measures taken/methods used to provide high quality education and evaluate the degree to which each task is fulfilled. Since quality enhancement is a continuous process, the IQAC will become a part of the university’s system and work towards realization of the goals of quality enhancement and sustenance.

OBJECTIVE
  • The Prime objective of the IQAC is to develop a system for conscious, consistent and catalytic action to improve the academic and administrative performance of the institution.
  • To promote measures for University and it’s institutional functioning towards quality enhancement through internalization of quality culture and institutionalization of best practices

STRATEGIES
IQAC shall evolve mechanisms and procedures for:

  • Ensuring timely, efficient and progressive performance of academic, administrative and financial tasks
  • The relevance and quality of academic and research
  • Equitable access to and affordability of academic programmes for various sections of
  • Research sharing and networking with other institutions in India and
  • The credibility of evaluation procedures.
  • Ensuring the adequacy, maintenance and functioning of the support structure and

Optimization and integration of modern methods of teaching and learning.

FUNCTIONS
The functions expected of the IQAC are as follows.

  • Development and application of quality benchmarks/parameters for the various academic and administrative activities of the university.
  • Facilitating the creation of a learner-centric environment conducive to quality education and faculty maturation to adopt the required knowledge and technology for participatory teaching and learning process.

  • Arrangement for feedback response from students, parents and other stakeholders on quality- related institutional processes.
  • Development of Quality Culture in the
  • Documentation of the various programmes / activities leading to quality improvement
  • Development and maintenance of institutional database through MIS for the purpose of maintaining /enhancing the institutional quality.
  • Organization of workshops, seminars on quality related themes and promotion of quality circles
  • Preparation of the Annual Quality Assurance Report (AQAR) to be submitted to NAAC based on the quality
  • Acting as a nodal agency of the university for quality-related activities

  • To a heightened level of clarity and focus in the university and it’s institutional functioning towards quality enhancement and facilitate internalization of the quality culture as per NAAC for Quality and Excellence in Higher Education
  • To the enhancement and integration among the various activities of the institution and institutionalize many good practices
  • To provide a sound basis for decision making to improve university and it’s institutional functioning
  • To act as a change agent in the university

COMPOSITION
The IQAC may be constituted in every HEI under the chairmanship of head of the institution with heads of important academic and administrative units and a few teachers and a few distinguished educationists/ representatives of local committee. The composition of the IQAC may be as follows:

  • Chairperson: Head of the Institution
  • A few senior administrative officers
  • Three to eight teachers
  • One or two members from the Management
  • One/two nominees from Local Society, Students and
  • One/two nominees from Employers /Industrialists/stakeholders.
  • One of the senior teachers as the coordinator/Director of the IQAC.

While selecting the members several precautions need to be taken. A few of them are listed below:

  • It is advisable to choose from various backgrounds who have earned respect for integrity and excellence in their teaching and Moreover, they should be aware of the ground realities of the university and its institutional environment. They should be known for their commitment to improving the quality of teaching and learning.
  • It would be appropriate to choose as (senior administrators) in charge of University and institutional services such as library, computer centre, estate, student welfare, administration, academic tasks, examination, planning and development.
  • The management representatives should be persons who are aware of the institution’s objectives, limitations and strengths and are committed to improvement.
  • The local society representatives should be of high standing and should have made significant contributions to society, and, in particular, to

THE ROLE OF CHAIRPERSON
The Chairperson of the IQAC plays a pre-eminent role in ensuring the effective management of IQAC with all the members.

  • Overall supervision of IQAC activities
  • Approve IQAC minutes of meeting
  • Communicate decisions taken during IQAC meetings to the management
  • Ensure active participation of all members in meetings/deliberations

THE ROLE OF COORDINATOR
The coordinator of the IQAC plays a pre-eminent role in ensuring the effective functioning of all the members.

  • To coordinate the dissemination of information on various quality parameters of higher education
  • To coordinate the documentation of the various programmes / activities leading to quality improvement
  • To coordinate the quality-related activities of the university and its institution
  • To coordinate in preparation of the Annual Quality Assurance Report (AQAR) to be submitted to NAAC based on the quality
  • To coordinate the timely and efficient execution of the decisions of IQAC committee.
  • Scheduling of meetings, preparation of the agenda and minutes of the meeting
  • Maintain documents relating to IQAC activities, communication (within the organization) and archival

PROFILE OF COORDINATOR
The coordinator of the IQAC may be a senior person with expertise in quality aspects. She/he may be a full-time functionary or, to start with, she/he may be a senior academic /administrator entrusted with the IQAC as an additional responsibility. Secretarial assistance may be facilitated by the administration. It is preferable that the coordinator may have a sound knowledge about the computer, its various functions and usage for effective communication.

MEETINGS OF IQAC
Members will meet quarterly i.e., four times in an academic calendar. Additional meetings may be held as and when required. Coordinator in consultation with chairperson decides the agenda and sends communication to all members. The date, time, venue and agenda of the meeting will be communicated to the members at least one week in advance. Minutes of the meeting will be sent to the members by e- mail and uploaded to institution’s website.

ACADEMIC AUDIT
Academic audit will be done after completion of every semester. Schedule of the audit will be finalized by the Chairperson after discussion with the members during IQAC meeting. Audit will be done as per the Academic audit module. Audit reports submitted by the auditors are sent to the department/activity heads for corrective action.

PREPARATION OF ANNUAL QUALITY ASSURANCE REPORT (AQAR)
AQAR will be prepared and discussed during IQAC meeting. Finalized AQAR will be placed before Managing Committee for the approval and the approved AQAR will be uploaded to the university’s website.
